With the exception of COG (check em out), and The White Stripes nothing good has come out in the last 7 years. Most of it all sounds the same... 80's pop with distorted all-down strummed guitars and David Bowie signing.
Personally, I thought Soul Coughing and Supergrass were the best of the 90s.
Kaiser Chiefs remind me a lot of early INXS.
As for this decade....well, Of Montreal is pretty interesting. I do like Arctic Monkeys as well...but the second release hasn't really caught me yet. Heartless Bastards are pretty damn good.
Best Rock band of all time? wow.....Deep Purple maybe? I still love Zep...but sometimes Plant's vocals just make me laugh too hard to take them seriously.

A few more recent bands do come to mind. Kaiser Chiefs and Artic Monkeys for example. Early days to classify them with some of the above company but they certainly show the noughties has a chance of outclassing the nineties.

My favourite stuff from the nineties, in no particular order: Pavement, Guided by Voices, Brainiac, NoMeansNo, Fugazi, Ween, Weezer, Trans Am, Tortoise, Hammerhead, Six Finger Satellite, Royal Trux, Superchunk, Smashing Pumpkins, Sunny Day Real Estate, Wooden Stars, Yo La Tengo, ZumpanoBelle and Sebastian, Bjork, Sonic Youth, The Boredoms, Mr Bungle, Jon Spencer Blues Explosion, Heavy Vegetable, New Bomb Turks, Oblivians, Pixies, Quicksand, Primus, Shellac, Thee Headcoats.
With the 90's (and this decade as well) most of the best bands who will be remembered and influential are not considered commercial or "popular" by any stretch. Bands like Pearl Jam and Soundgarden may have sold millions and appealled to a larger audience, but by and large their music is not as influential as a lesser-known band like Sunny Day Real Estate or Mr. Bungle.
That's what I loved about 90's music. Nobody really knows about it yet. And that's just rock, too. The 90's also had a large electronic/dance movement too that will be remembered long into the future.
