If a blanket ban for all non-sub scums was put in for spamming reasons and not financial reasons isn't there a case for making it a time related limit, ie 10 until you had been on the site for 6 months without spamming - or some similar idea.
Like I've already said though, it doesn't affect me so I don't really care.
Sending a pm to a mod shouldn't count as one of the 10 either.
A lot of the objections seem to be because the subscribers feel that they have paid for it and so why should non paying members get it free..but as I understand it the situation was not a financial decision at all.

So, new users are still limited to 10 a day... unless someone decides to 'trust' them.
This should be an option for stars only to 'trust' a user. If there is 2 scums who want to talk so bad with PM, one should 'pony up'.
