the (U.S.)government does it all the time 😕. for example weed is not legalized because "it's bad for you", but the real reason is the government makes money when somebody is busted for marijuana, according to the rapper Ice Cube 😕

Well then I can tell you. Ice Cube is way off. Way, way off. The cost of fighting drugs is much higher than the income of drug busts (since there is no income).

i think i just read one of the parts wrong. what he really thinks is that drugs were put in the ghetto so that African-Americans would get arrested for selling the drugs

Not really. You can only ignore users ex-post which would mean that you'd get as much spam as in the earlier days of email where the only protection was blocking specific addresses.

Raising the 10 value seems quite logical, though. I doubt spamming would increase greatly if the limit was 20, for example.

Still, business is business so I'd completely understand the limit of 10 IF those were the reasons provided.
