He was only pretending to be cold when he was actually putting invisiable brown gaga stuff on the ball. Hahaha.
Rogers fielded one ball in that inning and it was the third out. I think we can rule out that possibility.

Anyways, I don't deny that it may just be dirt and the fact that it's happened three straight times may be a coincidence... but I'm going to go with the odds on this one.

So, please explain why it was handled the way it was by the Cards between innings?

Look, I'm not saying that Rogers pitched the way he did because of the substance. For all those that say that a little pine tar doesn't make much of a difference either way, I ask why have it in the first place? It's the principal of the matter. Cheating is cheating. No matter to what degree it's being done. Whether it's steroids or a little pine tar (or whatever substance you believe it to be), it's still cheating. What pisses me off more, is when it's done during a World Series game, the evidence shows that it wasn't the first time, and the person gets away with it. And some people not only talk about it like it's no big deal, but think that the media shouldn't talk about it either, or "overplay" it. Hell, let's just skip it altogether. Let's just pretend it never happened. Sorta like some people did with Jews during the Holocaust. Look where that got us.

Rogers is under tight scrutiny now, so he won't be undermining the fabric of the universe again anytime soon.

I don't think it's the equivalent of the Holocaust. I just wished people would be more vigilant. Not only in sports, but in other (much more important) areas as well. It just makes me angry when I see what happens in politics, happening in sports.
End of digression. On to Game 3.

That is what the umps did, per the Card's request. Again, the Umps can't do anything about it unless the other team asks.
As another example, the Umps will NOT call a guy out for missing third base and scoring a run. However, if the team throws the ball to third base and they tag that base... the runner is called out.
The umps are there to make calls and decisions, but not to police every aspect of the game.
So, again. Why didn't the Cards Call Him OUT?
Oh, and I hope you are not saying I am for cheating, I just don't think you understand how the situation was handled wrong by the Cards.
