Yes. This incident was mindless cruelty and should be stamped out- just like the sort of person, in my opinion.

First of all, this wasn't just abuse. He basically killed the dog. Secondly, why should the punishment for the unjust torturing of animals be any less than the punishment for torturing people (I know that's not what you said, but it is implied)?

Personally, I think he should be force-fed week-old pig vomit, disemboweled without anesthesia and beaten to death with his own entrails. That, or a very heavy fine.
