It's not normal behaviour I agree. But since we can't lock a child abuser up for life there has to be a lesser sentence. It would be crazy if the punishment for abusing animals was more sever then child abuse.
The 19 year old must have mental problems, or be on drugs or something to be behaving like that.
Personally, I think he should be force-fed week-old pig vomit, disemboweled without anesthesia and beaten to death with his own entrails. That, or a very heavy fine.
