It means only those who do. The topic is not about that. The topic is what causes one to follow God as opposed to rejecting God.
Of course there is also the subset of those who reject God, but believe they accept him. These are people who believe a lie.

That's a human question, just as asking why punish me if I am just doing what you created me to do?
God created a universe and with it made us in His image, after that sin entered us and we lost our way, becoming sinners whose focus is upon ourselves, our desires. You it seems wants to paint God in the same light.
You really do need God's love, grace, and mercy, as do we all.
