From what I read that points to God being the Lord Most High over all the earth.
Small point and not really worth a discussion, but I thought it would say more
to what you were suggesting than I get out of that passage.

God is to be known, Lord does nothing to promote that name, in fact, it obscures it,
third, Christ himself directly quotes from the Psalmist , when he stated to his disciples,
'I have made your name manifest to the world', fourth, Christ taught the disciples to
pray for the sanctification of the name, and fifth, the issue of universal sovereignty,
that is, whether God has the right to set mandates and standards of morality, is tied up
with the meaning of that name, 'he causes to become'.
