There is a third option, purgatory. There is support in the bible for all three.

There are several different words that were turned into the word "hell"
he could be in hell and still not be suffering the lake of fire yet.

In 2 Cor. 12 Paul speaks of a "third heaven," but I don't recall any mention of first and second heavens. Is purgatory taken to be one of those levels?

I have no idea where purgatory is, neither how many 'heavens' there are. There is mention of these heavens and these places in Jewish literature which dates back to hundreds of years BC. The fact that the Bible does not mention these things is no indication that they do not exist, Some people forget that the Bible cannot contain all the information about everything. They therefore reject any other literature as fiction.

Some people say that the first heaven is the sky where the birds fly and the second heaven is all the space above that which contains no atmosphere.
