Because it is not automatic until two days have passed without white moving. So the reason is that black hasn't claimed it.

It's Black's move - he'll need to move and then click the skull. Does the skull come up immediately after taking the move?

Yes but it will be up to the player to take it. It will not occur automatically unless two days pass with the skull showing (in one session not total).
