“The business community, the Korean government and diplomats have been well aware of this problem all along,” an executive from a leading industry group said. “We are very worried that ICE can target other Korean facilities too because they have been following the same practices and have similar problems.”

Rather than work to fix the problem, the Trump administration decided to do a photo op with agents waving assault rifles and shackling engineers. There are credible news reports that Korean companies have not just halted this project, but at least 22 other construction projects are now on hold because of this.
Korean workers treated like criminals and denied vusas for projects that Washington politicians lobbied for. The number of total Americans employed by Korean companies is huge.

Paperwork problems are usually quite easy to solve without the need for flashy "raids" and arrests of workers. Our government chose the more expensive and less effective means of asking companies to comply with the red tape.
And now, you're also right that many other projects are in jeopardy. Hyundai execs are going to wait a year for visa paperwork to maybe clear before they can get a skilled laborer into the US??
