Let us stipulate that he wants to move the responsibility for special education to the Department of health and human services. He probably cannot just do that with a wave of the wand, but that is his intent. So don’t worry about it, but if Congress decides to do it, bitch at them. You elected them.
Since I and Sonhouse et al. have not been in the proverbial room, we do not know the thinking, except to say that they have a lot of responsibility in the government and have to chip chip chip in various areas to bring our budget into focus. The only thing I could guess would be That the special-needs programs are being abused. Something as simple as having people who are unqualified taking advantage of the program. Do you know that some normal college students are claiming some fake disability so that they can get their time for taking exams extended?I know it. Maybe Trump is after these slimeballs. If you can get rid of them in all of the facets that they exist, then he can save a few billion dollars. Those people probably seep over into the money and services provided for these programs.

A shake up in wasted agencies is not in itself, corruption or cruel. Something going in some negative direction in one area would cause a positive result in another area. You libs need to settle down and think about the economy and the budget, common sense and logic… Such as that.
