Tell me what he should do? All of a sudden finish his HS diploma? Go on welfare?

Say $25 is enough for a single person to live on, what about a family of 4?
Most countries live off a working week of about 38 - 42 hours a week. And studies show that working more is detremental to health and family. So, let’s take $25 an hour and a 40 hour week = enough for a single person.
Your solution is: to not let the factory solve the problem. The wage for that job is $25 an hour, no more.
In most Western countries the government have some sort of benefit system or child welfare system. So, parents gets say $100 a month per kid out of the communal pot.
This helps the parents and allows for your solution.
Another option is lowering the costs of having a family: 0 taxation on kids clothes, for example.
Another option is to disallow having a family until you earn $35 an hour.
Good luck with that one.
Another option is a universal income.
This guarantees a livable income to all, allows people to choose what to do with their time and lowers the wage per hour for factories. And generally the cut in costs of the current bureaucracy pay for quite a but of it.
Yet another option is making sure there are enough better paying jobs, so people can advance when they need more money for their chosen lifestyles.
