and what the vote showed was either that a) hardly anyone even knew there was a vote (193 responses from over 7000 active users - a 2-3% turnout), or that b) hardly anyone cared enough to vote. there needs to be a quorum figure attached to these votes. a vote with a turnout less than say 30 or 40 per cent of eligible voters can hardly be considered valid.

Playchess has a system whereby if you are caught cheating (by the automated software no less) a message appears to all currently online players to the effect that X has been caught cheating and his account has been deleted.
It's all done in real time.
As for other sites I'm not sure. I know ICC has measures against cheating but I don't know exactly what they are.
