Yes that makes sense and adds up fine.
Certainly the very idea of dropping weapons in Syria for so called "moderates" to use against ISIS has always been a farce. There are no moderates to arm, only jihadists, and the weapons have always reached and will continue to reach ISIS. Moderates don't want arms and don't want to fight.
What really makes sense though is the utter inability of Americans to give a tinker's curse about the Middle East or to understand any of its complexity. It is far easier for them to revert to the totally outmoded thinking of the Cold War, when life was simple. The point of the Edward Said book "Orientalism" was to demonstrate that the Americans and the Western Europeans have consistently dealt with a racist fantasy that they imagine resembles the Middle East, and refused to engage with its reality. That is a recipe for stupid and self defeating policies.
