It really isn't that different from the reality in Detroit right now, except that it isn't really necessary to seal off the city, and place criminals there. Nobody in the suburbs wants to go there, even to shop, and the criminals tend to go there because it's easy pickings. Typical response time to a criminal assault is over a half hour. If you are crook and can't get away with that kind of lead time, it's time for a change of occupation.
Seriously, the cops have it bad. They attempt to patrol the same number of blocks and miles of streets they did when there were 2 million residents. Now half or more of those blocks are vacant or near vacant. There are blocks where every resident is some kind of criminal, and the news that the PO PO are coming is way ahead of the sirens.

We are a better country because of our gun culture.
We have adequate laws, but inadequate enforcement of those laws because of the liberal culture of the left-wing Democrats.
